Francis 'Frank' Spencer was simply too extraordinary to hang around here any longer than his 82 years. Like he did throughout his life, he fought with everything he had without complaint and exceeded the expectations of everyone he met. He will forever remain loved by his huge family and every person he stood with and for as a Victorian Police Officer.
